Based on qualitative research, this study conducted semi-structured interviews with the staff of the commissioned service units in Changhua County, during which it found that the long-term care providers were motivated to become service units to fund their instructors, increase their income, introduce long-term care resources to the communities, extend the related community services, and comply with government policy. Personnel use, time allocation, instruction site, and resources are the four conditions to successfully complete the plan. Of the professional, executive and administrative problems they encountered, the most irritating ones involved the use of the resource management platform. The interviewees expected the government to improve its settings to facilitate their work. The study also found that, medical care units applied mainly to increase community resources as they develop program modules; non-profit organizations applied to comply with government policy with a focus on the elders’ needs and states; combining the motives and strategies of the two types of unit, the labor cooperatives applied to enter the community, increase community resources and comply with government policy, while developing project modules strategically. When developing the plan, some community organizations in Changhua actively participated as the service units to extend their services, while the others passively cooperated to turn themselves into community care resources.
