For the corps of the coastal patrols of the Southern Coast Defence Department and the rigorous recruitment of talents for internal and external recruitment, this study attempted to use qualitative research methods to meet the needs of the volunteers of the Kaohsiung Regional Headquarters. Career planning, individual backgrounds, compensation and benefits, social reality, internal management, recruitment strategies, and other facets of talent recruitment effectiveness, in-depth interview analysis, and put forward research findings and research proposals, and feedback for the purpose of research, for the reference of the maritime patrol authorities It will help the Coast Guard’s corps to carry out such core tasks as maintaining the security of the sea, safeguarding fishing rights, saving lives, marine conservation and marine affairs. The study found that most of the young people who volunteered for volunteers of the Coast Guard''s Liberal Warfare Department were mainly high school (employee) graduates. Before the application, they were generally not interested in further studies and studies. However, they volunteered for post-service training and were willing to take up postgraduate studies. It is still showing a relatively low phenomenon, but it does not affect the willingness to train and obtain professional licenses throughout the year. In addition, volunteer soldiers generally believe that Hong Zhongqiu incident will not occur in the Corps, and the chief of the Corps and the internal management of the humanization and rationalization, but generally that the Corps male and female officer soldiers have differential treatment, for the service of the Corps With the "24-hour all-weather sleeplessness" work characteristic, it is troubled by lack of sleep. Regarding the dilemma of recruitment of talents in the contingent, it is suggested that the recruitment of talent recruitment information, pre-employment training and the addition of service training courses should be strengthened in combination with local practice. In addition, the gender and positive concept should be strengthened in the area of the island. The number of vacation trips, and the optimization of the round-trip system, and training of talents with recruitment enthusiasm to join the recruiting group in Kaohsiung area, so that the maritime patrol office becomes a unit for professional recruitment, happiness in the workplace and perpetual retention.
