Immigration officers station at ports and national airports are professional with passport control. Taoyuan Airport gets high ranking in national airport evaluation. However, the amount of passenger traffic increases more than manpower can deal with. Border Affair Corps has definitely become a sweatshop that requires employees work for more than 20 hours in every 2 days. Working overtime is inevitable for immigration officers, and manpower is never enough. This survey is curious about the history of manpower management of Border Affair Corp stationed at Taoyuan Airport. Meanwhile, this essay tries digging out the interfering transaction costs produced by four factors of market failure. Since we are talking about manpower management, humanity does make impact on the management, therefore this essay put more emphasis on the discussion of humanity. 9 immigration officers those are related with the purpose are chosen to be interviewed. After the interview, the survey finds out: First, manpower management that's operated now cannot repress transaction costs effectively. The result reflects that the uncertainty of environment forms an incredulous atmosphere. The atmosphere influences bounded rationality to produce more transaction costs. Secondly, under the influence of humanity, e-Gate has operated well, while its usage can be higher. Others systems are interfered by bounded rationality and opportunism. More bureaucracy costs are produced, as well as transaction costs. In the end, this essay makes a suggestion for the institution so that the institution can improve management and decrease friction in the system: from policy, interior management and interdepartmental communication, hoping that the officers can make the most out of the system created in the first place.
