Historical sites can also be utilized to serve other purposes.In 1997, the amendment to the Cultural Heritage Preservation Act gave birth to a new concept of the reutilization of historical sites: management of the historical site for the purpose of economic gains. The former U.S. Consulate was closed in 1979 as a result of the severance of the diplomatic ties between the U.S and Taiwan. In 1997, the site was designated as historical, and was one of the first historical sites to be managed by a private entity, thus, the name “The Taipei Film House.”The purpose of this study, based on the analysis of documents, and observations and visitations of the management, is to understand the status quo of both preservation and reutilization of the present day. Hopefully, the study will contribute to better preservation and reutilization of all the sites, for the benefit of the public for generations to come.The law on the Preservation of Cultural Assets was amended in 1997,for the first time emphasizes the concept of reuse.The reuse of the historic sites has become the main trend in Taiwan’s cultural policies.Simultaneouslt,its cultural background and the essence of social education should also being valued to reach a balance—the sustainable management.
