The Study on Strategies of the Social Housing Construction in Tainan City

碩士 === 崑山科技大學 === 房地產開發與管理研究所 === 106 === In order to protect the basic house-living rights for young people and disadvantage families, the Ministry of the Interior has approved the Social Housing Policy that local governments should supply public housing only for rent in 2017. As to the housing-price to income ratio and the household’s mortgage burdens in Tainan City are the lowest among the six main cities, but the fiscal ability is relative lower. Therefore, the subjects that Tainan city government how to draw up the efficient strategies of social housing construction is worth to study. This study has engaged a demand-side questionnaire survey and taken a supply-side interview to analysis characteristics of the both sides. According to the research results, there are about 73% of vulnerable households applying for rent subsidies are willing to apply for social housing. Most of the social housing floor area demands of those vulnerable households are between 26~30 pings and they will rent at about 60% of the market price. We also find some significant demand-side characteristics：the amounts of household members and the floor area demands , the level of household income and the scale of floor areas, the level of household income and the level of rent payments are all positive relationship, but the maximum relocation distance and the age of main income earner is negative relationship. By way of analyzing the supply-side policy preference and the demand-side characteristics, we propose some effective supply strategies of social housing to Tainan City government. The social housing rent that could be set at 60% of the market rent for vulnerable households is appropriate. The adjustment mechanism of social housing rent subsidies that depend on estimating the changes of vulnerable tenants' income households should be developed. As to social housing building respects, we suggest a few priority locations are in Yongkang District, Eastern District and Central-Western District. The building room types of social housing may be planned on the proportion of 1 room 10%, 2 rooms 30%, 3 rooms 60% and according to location to adjust the proportion. It is hoped that the social housing supply of Tainan City will actually satisfy those needs of vulnerable households.
