| Summary: | 碩士 === 崑山科技大學 === 企業管理研究所 === 106 === With the amendment of the Animal Protection Act on February 2015, the ethical treatment to stray dog in animal shelters had been completely forbidden since February 2017. It's an urgent issue to make a new initiative on management of and stray dog. This research discusses stray dog issue on the relationship and weighting between society level and corresponding government policy, to understand the importance and priority among indexes including 4 major issues and 12 weighting factors. The result suggests that the major issue caused by stray dog on society level is the human-dog conflict and followed by focal matter of dog. The most effective measurement of government is to sterilization and then public /private stray dog shelters. The Animal Protection Act had been amended 25 versions in past 10 years. Now civilian increasingly emphasizes the animal protection. It’s an issue worthy to discuss and highlight between civilian and government to avoid possible danger caused by psychopathic stray dog under the premise animal protection and coexist between stray dog and civilian.
