In the past, the supervisors assess engineers often based on their personal subjective consciousness, having not yet clearly specified and scientifically quantified the criteria of assessment. Hence, this study using quality engineer as the instance builds a set of ability evaluation indicator model, which can further discuss the assessment decision of engineers. Firstly, we review related literature and survey the semiconductor industry’s experts with questionnaires, and build the quality engineer evaluation model and functional competencies suitable for the case company of semiconductor IC industry. Secondly, analytic hierarchy process (AHP) is used to select each evaluation item’s weight of the quality engineers. As the results of this study show, among three evaluating constructs of the quality engineers, work performance has the highest weight, followed by personalalties, and professional competence. And in the assessment rules, progressive attitude earns the highest weight, followed in turn by crisis management capabilities, positive thinking, teamwork, continuing learning, professional attitude, disciplinary conduct, outward optimism, logical reasoning, valuing details, professional skill and knowledge. From this point, it can be understood that in the high-tech industry, if the enterprise wants to sustain forever, work performance is very important. And work performance further needs the quality engineer to have proactive spirit with crisis management capabilities, and to use positive thinking model to solve a variety of problems.
