In 1984, the government announced the implementation of the Labor Standards Act, hoping to protect labor through the Labor Law. The structure of the Labor Law to some certain extent is based on the traditional factory workers as the starting point. However, under the impact of globalization, with the large increase foreign industries, Taiwanese industry has entered the post-industrial era, mainly service industries. The employment rate in service industry has become higher and higher. Security industry is a very fast growing industry in service industry. According to a survey conducted by the Common Wealth magazine, security industry has been ranked as the king of profits in Taiwan's industry for eight consecutive years. Perhaps it is because of its amazing profitability, many companies have invested into security industry. In spite of amazing profits, the irony is that under the high profit figures of security industry, labor’s standard working condition is being sacrificed. Low wages, long working hours, abused regular labor contracts, plus their working type is similar to dispatches. The labor disputes of security guards were repeated happened; rights and interests of securities were greatly injured.
Therefore, how to improve the working conditions of securities is even more important. It is hoped that through this study, we can understand the labor situation that securities faced. From this study, we can reassess and consider the rationality of securities being included into Article 84 of 1 of the Labor Standards Law.
The purpose of this study includes: investigating the working conditions of the securities, understanding the working stability of the securities, understanding the impact of Article 84 of 1 of the Labor Standards Act on securities, understanding the problems that securities encountered the most, and the safety evaluation of workplace.
Through this study, we can deeply understand the impact of Article 84 of 1 to labors. And further rationalizing Taiwan’s labor laws, and improving the working environment for labors.
