However, in recent years, it has been affected by the increasing economic pressure in the country. The Government is faced with the crisis of inadequate public construction and poor quality of public services, In addition, the government’s fiscal deficit is rising and the people’s increasing demand for the government to increase productivity and enhance the effectiveness of governance. Because of the above situation, make it necessary for government departments to try to continue the government's public construction and public services through private sector operations so as to relieve the government’s financial burden. On the other hand, private enterprises can also improve the quality of public works and public services through subcontracting and public construction, and solve the problem of government revenue and expenditure. Taking the major construction of Taipei City as a case, this study explores the Taipei City Council’s supervision of municipal construction, discusses the outsourcing supervision mechanism through literature analysis, and uses case analysis and in-depth interview methods as research methods, with legality, contractual regulations, Public-oriented, financial control, construction progress, project quality, operational quality, performance, and other aspects, developed a more comprehensive monitoring mechanism, as a reference for future policy planning and institutional design.
