With the improvement of comprehensive national strength, China who is behavioral model in international organizations has gradually changed from a participant to a leader. However, China has participated in the ISO International standards organization for nearly 30 years and has never had establishment any ISO Standard norms by domestic standardized norms. After years of negotiation, ISO formulated ISO/PAS 18186: Container-RFID Freight Label System in 2010, which is the first domestic ISO standard specification initiated, drafted and led by China. This thesis and analyzes the process of negotiation with foreign countries and the ISO output norm in China. It believes that the CCP has an international standardization strategy with China's national conditions to promote the integration of China's domestic experience and the system of Western international organizations in the process of international standardization.
