Thus, multiple case studies, literature analysis, and deep interviews are adopted as research methods. The cases studied are the only four humanity-scocial sience related projects in the “University-Industry Little League Project”. Their principal investigator and corresponding industry are interviewed for their motivation, cognition of the project, experience in the implementation, factors for success or failure, and suggestions. Experts with realeted experience of promoting university-industry project in government and university were also interviewed to provide different point of views. The major findings of this research include the following. Industry in this field is not familiar with the definition of university-industry cooperation; on the other hand, professors with industry experience are very clear. The motivation for professors to participate university-industrial project include: professional benefits, social responsibility, networking, application of professional knowledges and technologies. For industry, the motivation consists of networking and cost rediuction. The factos for success are mutual trust relationship, understanding of industry needs and ecology, and experience in industry. The factos of failure includes passive partners, small market size, and complicate administrative procedures. Hence, the recommendations to the government includes reduction of procedure, increasing insentives, matching industry’s needs, improve application and review mechanisms, and revise some regulations.
