To understand the course of the UN initiated Education for All (EFA) campaign, a detailed chronology of relevant events is provided, and the role of the Global Campaign for Education (GCE) in the financing mechanism Global Partnership for Education (GPE) is analyzed as a case study. I conclude that the civil society actors have become relatively influential in the public-private partnerships (PPPs) constructed by the UN and its partners in the Education for All (EFA) campaign.
