Demands for care nursing facilities increase massively. Therefore, a large number of small-and-medium-size care nursing institutions constantly emerge. Since 1980, the government in Taiwan had legislated laws to protect the rights of long-term under care and formulated a policy of managing the small-and-medium- size care nursing facilities. Thirty years had passed, the government has innovated schemes of the long-term care policy but still cannot achieve the goals efficiently. Thus, President Tsai offered the long-turn care policy version 2.0 during the presidential campaign. Takes the occidental countries’ experience, this policy offers the services for those who need long-term care by systematic ways, and also regulate those functions of institutions. Because of the policy version 2.0, the care nursing facilities are going to face a very big change of their management. Under this background, the purpose of this thesis is to discuss how the policy will affect the management either positively or negatively. To reach the purpose, my research uses the qualitative research method, based on the secondary collective analytic data combined Semi-structured interview to clarify situations and difficulties of nursing home. These theses also showed the administration analysis of the affections on the legal side and the practical side, and also showed the modes of how this version works in the small-and-medium-size care nursing institutions and find the beneficial ways from how they worked and provide some efficient suggestions. This research can be summarized as the following points. 1. Currently, the care nursing facilities are facing the transition of policies and regulations, and also the long-term caring needs. 2. The long-turn care policy version 2.0 has great impact and influence on operating the small-and-medium-size care nursing institutions by several perspectives such as subsidies, authority’s requests, and the experiences of the nursing staffs, abundant funding, and system design. The explicit suggestions include: (1) Offer good quality of service to maintain high occupancy rate (2) Follow the example of Swedish government, which limited the profits on nursing industry. (3) Include the small-and-medium-size care nursing institutions into the blueprint of long-term care policy.
