An electric bicycle is a low-carbon green mode of transportation, that doesn’t require a driver’s license or vehicle registration and has no age limit in Taiwan. However, these “conveniences” also increase accidents involving electric bicycles. Thus, it’s necessary to take preventative measures.
The purpose of this study is to construct comprehensive “Electric Bicycle Safety Management Improvement Strategies.” First, we set four dimensions, including policy, education, engineering and enforcement. Furthermore, each dimension contains four improvement strategies. The Analytical Hierarchy Process (AHP) is adopted to analyze the relative importance of these 16 improvement strategies via expert questionnaire surveys.
The results suggest that the five improvement strategies that should be allocated as top priority for implementation comprise “revise traffic regulations;” “enhance traffic safety publicity;” “restrict riding age;” “provide official and business tour guides,” and “require vehicle registration,” which are ranked high both in importance and achievability. The paper contributes improvement strategies for management authorities in Taiwan. These improvement strategies can help with setting up safety management regulations and strategies for the use of electric bicycles.
