Also pay more attention to the development of public arts. However, the public still have doubts about the publicness of the public arts. This research reviews the publicness and excellent foreign cases to establish the theoretical basis. And studied the “Public Participation Award of Public Art” and “other excellent cases” in Taiwan. Finding the achievements and publicness in these cases. By different degrees of participation analysis, we knew different degrees of participation having different gradation. And the methods of promoting publicness should be view from three aspects : First, the background of development of public art in Taiwan. Second, the different degrees of participation. Third, the value of public art – influence and publicness.
