To clarify the impact of policy guidance and assistance on the community capacity building, and the operation and accumulation of the community's own capabilities. And explore whether there is a difference in the capacity building of the same policy in different communities. This study is based on the theory of community capacity builing: organizational, programmatic, network, political, and resource capacity theory. The study select two communities from Tainan as cases, applying participant observation and semi-structured interviews to investigate how community work policies affect the process of case community building. According the analysis of the community work policy, the most of policites have expectations for the operation of community organizations, and there are corresponding promotion mechanisms. However, this study found that a long-established community development associations had developed their own organizational operations, and they also had limitations in their human resource, which often affected the effectiveness of policies. When it comes to promotion mechanism, the community work policy should consider how to coordinate with the existed operational structure of the community organization and the limitations of human resource. Also because of the limitations of human operations, when developing community industries, they should return to the livelihoods of community residents to give them the role of community residents.
