In order to increase the value of product and satisfy small-volume large-variety demand of customers, they are difficult problems that decrease inventory level, decrease producing time and increase customer fill rate. For these problems, many enterprises implement lean production to decrease cost of production. Additionally, lean production can promote capacity to react different situation of market. This research is a case of factory of manufacturing frame of bicycle. It implements lean production in tube manufacturing to extend different schemes of improving system. At the first, use value stream mapping to find the problems that lead time is too long and fill rate is too low. By these problems, the paper develops different cases. First scheme, use electronic production controlled board to control order first in first out. Second, third and fourth schemes, implement hybrid manufacturing environment and pull system. The paper use discrete event simulate original situation, and then construct models of other cases by original model. In order that let the pull system has better performance, the paper uses Simulation Optimization to find the best CONWIP level. Finally, we conduct a sensitivity analysis to discuss the different system performance under the circumstances of customer’s variable demand. The result of scheme which use pull system has best performance. Total WIP and average lead time are reduced. Pull system can reduce 11% in total WIP, reduce 24% in lead time, and promote 35% in customer fill rate.
