The government agrees the private industry to introduce foreign workers as a supplement of the labor gap. However, the government adopts a Guest-Worker model for foreign workers. Under this model, foreign workers have many problems. In response to adaptation problems of foreign workers in Taiwan, the administration starts to hire foreign workers to inspect, and to establish laws and regulations relating to foreign labors.This study is based on the researcher’s interest in the relationship between foreign labor’s accommodation management policy and the actual implementation. This study examines the development process of foreign labor inspection regulations. The researcher participates in the routine visits by foreign investigators, and observes the interview between the foreign employers, employees and the agents. After interviewing the foreign investigators, the researcher summarizes the characteristics of Taiwan’s accommodation management of foreign workers as following: 1.The Administration hires employers to take charge of foreign workers’ accommodation 2.Foreign Worker's care service plan is the minimum standard for the caring of foreign workers 3.Foreign Worker's care service plan is a manifestation of an unequal system 4.The Administration supervise the labor inspectors through the inspection performance
