It is no need to mention the difficulty of preventing disruption of regular railway opertion by the construction along the railway corridor, and the assigning effectively of people, machines, materials and vehicles. In this study, we establish optimization method of assignment for rail and highway vehicles by using integer programming. Solution is found by using LINGO 12.0 and Microsoft Excel. Simulation of the reduction of ballast construction is done by taking the South-Link Line Railway Electrification Project as example. Comparing with the emperical assignemnt, our method can solve the problem quickly and further reduce the required period of construction and the cost of rent of vehicles. We further study the effect of some sensitivity parameters in the example we concern. Our result can be the basis of suggetion of engineering assignemnt and vehicles renting.
