Likewise, Taiwanese government has amended its Labor Law Act and implemented the one-fixed-day-off and one-flexible-rest-day policy on December 23, 2016. The implementation of this policy may impact the cost structure of firms, especially the labor-intensive plastic product industry. Yet, there is no inclusive conclusion on such potential effect. Therefore, an investigation of the effect is a very important issue to the sustainable growth of the underlying industry. The objective of this study is to examine the effect of this new regulation change on the performance of underlying industry. This study use the 15 listed plastic products companies in Taiwan. Cost-Malmquist Productivity Index approach was utilized to estimate the change of productivity and efficiency, a proxy of firm performance, of plastic products industry from 2012 to 2017 to evaluate the effect of policy change on the performance of the plastic products industry. The empirical evidence suggests an existence of size effect on the sample firms. More particularly, large sample firms gain an improvement in productivity, while the smaller firms present a deterioration in productivity.
