Summary:碩士 === 國立彰化師範大學 === 資訊管理學系 === 106 === At present, about 80% of the old-age benefit for labor insurance claimed by labor retirement is the annuity, and there is a deferred annuity which increases as per proportion with the extension of the time if the annuity is delayed. However, due to the rapid aging of the population and the system design of living beyond income, the labor insurance fund has the crisis of bankruptcy, leading to choose to claim the old-age benefits in advance for labor insurance after labor retirement. This study summarized to put forward the research structure after discussing the related literature and then carried on the in-depth interviews with 6 experts and scholars. After reference, supplementation and amendment of their suggestion, the relevant factors that affect the early claiming old-age benefits for labor insurance after labor retirement were collected through five research aspects, such as "environmental factor", "institutional factor", "workplace factor", "cognition of payment method" and "individual factor". Finally, 10 key factors were summed up according to the consensus of 18 scholars and experts through the Delphi questionnaires for three times and data statistics analysis. Among them, the most critical factor urging the retired labors to early claim the old-age benefits for labor insurance was the institutional factor in the aspect of which the retired labors were afraid of claiming the less pension after reform of the labor insurance annuity. The factor, "population aging and trend of sharp drop in the birthrate" in the environmental aspect took the second place. Finally, the specific suggestions for the research results were summarized through the related suggestions provided by 4 experts and scholars so as to provide the reference for relevant authorities to formulate the policies on the old-age benefits for labor insurance.
