It is hard for a traveler to get a train ticket from Taiwan Railways Administration (TRA) to visit Hualien. But, in many cases, there still are several empty seats in the train indeed. This discrepancy indicates the distribution (endowment assignment) of tickets of TRA unsuitable. First, we collected the recycle train tickets of Hualien and applied to the gravity model to estimate current principle of seat endowment assignment principle. This study finds out that TRA seat endowment assignment only based on the distance and employed population. In addition, we introduced a more reasonable seat endowment assignment by modified gravity mode. We analyze the lived population, employed population, income of family and the distance of railway to Hualien for the major cities in Taiwan.
