The exploitation is also slower than those in Western Taiwan. In the 1920s, for developing eastern areas and solving problems with overpopulated fishers, Office of the Taiwan Governor-General promoted Immigration of Japanese Fishers after finishing building Xingang Harbor in 1932. Through bringing new fishery techniques that established the foundation of fishery in Xingang, it has opened a new era in East Coast fishery. This article will focus on the harbor building in Xingang, Taitung, and will inquire into effects of local industry. First, bring out the background on harbor building and Immigration of Japanese fishers by historical developments in Xingang, Taitung. Second, investigate the reason why fishers immigrated and explain the whole story and the mode of Immigration of fishers during Japanese Colonial Period. In addition, we will understand the circumstances of the change in fishery in Hengchun, Green Island and the society; moreover, the reason why immigrants choose to leave their hometowns and move into Xingang. Last but not least, fishery in Xingang experienced some difficulties because Japanese immigrants were sent back to their country after World War II. At this time, immigrants of Hengchun and Green Island in the last stage of the Japanese colonial and the postwar period continually moved into Xingang and replaced the position of Japanese immigrants, keeping the development on fishery in Xingang from broken off. Therefore, fishery immigrants of Hengchun and Green Island have had an important contribution to the industry in Xingang.
