However, little attention be paid to financial exclusion of the youth. After financial liberal policies transformed consumer finance from traditional mortgage into consumer credit, youth barely have choices on financial services, especially the youth who have low-wage jobs would use high-risk loans to satisfy their financial need. In research, credit union be considered that it could provide the young a suitable financial services which be created by mutual micro finance, and it is understood to be a tool that students could cultivate their financial ability. Therefore, the campus-based credit union was set up in National Dong Hwa University. In research, I used assets-based welfare theory to interpret that credit union could be a way to enhance student’s financial ability, and I also described how the initiators who used the collective actions strategies from J.K Gibson-Graham to empower student’s financial ability and create community economy performance. During participatory action research, I discovered that the students could build their financial literacy and economy subjectivity by participating credit union. I also noticed that some inappropriate credit union institutions are limiting Taiwanese students and youth to be independent, and I provided some experiential advices to improve Taiwanese credit union development in future.
