| Summary: | 碩士 === 國防大學 === 中共軍事事務研究所 === 106 === The Chinese president Xi, Jinping has carried out reforms of military system organizations since 2013.To date in 2018,Xi has moved on to restructure of the Chinese People’s Armed Police Force(CAPF),whose command system has been changed from dual leadership to unified leadership by the CMC.
The CAPF and the six units of active public security forces are withdrew from the organizational sequence and are adapted to the Maritime Police Force subordinated to the State Council. Meanwhile, the role and function of the CAPF evolve and despite the uncertainty of related law promulgation, the study tries to clarify the role and function of the CAPF through analysis of the past structure reform process and current officially released policies and decisions and assess the future trend of development.
This study is composed of three parts. First, by observing the historical evolutions of the organizational changes of the CAPF and how many times of restructuring in different extents have been done, the CCP did not gradually organize the active forces needed into systems as three types of eight categories: diverse systems, sophisticated systems, overlapping commands, and multiple tasks until the CAPF was formally established in 1982. Second, the study analyzes the roles the CAPF plays and the tasks given to the roles under the requirements of laws and the party inside the CCP .Third, by exploring the working functions of the task executed by the role, the study further understand how the CCP uses their armed police force to achieve the goals of maintaining social stability and enhancing national security.
