Due to the special nature of occupations, military personnel are different from other industries in their ability to maintain their human resources. In addition, in recent years, the state has implemented a policy of streamlining national defense organizations, leaving the withdrawal fund unbalanced. The retirement pension system for military personnel must be reviewed and reformed. Therefore, the main purpose of this study is starting from the requirements and practice of the care relationship between the country and the military. The country has the basics of care obligations, what kind of system has been constructed by the military's multi-level security system for old-age security? What are the controversies about the retirement pension system for military personnel that is part of the economic security of the elderly? Retirement pension system for public servants has first completed reform measures, what is the particularity of the military retirement pension system compared with the retirement pension system for civil servants? The reform process of the annuity system should have its boundaries and the goals it will eventually achieve. We hope this research can provide a theoretical basis for future disputes related to the practice of reform of the military's withdrawal system and future feasible reform proposals.
