In September 2015 China formally activated military reform and began to carry out full aspects reforms of PLA including natioanl defense, military, troops and so forth. Xi Jinping promoted the two major objectives of military reform:firstly, fighting corruption and rectify the military discipline. Secondly, the military's reducing transformation start with the system of reducing and reforming the PLA, and strengthening military capacities of the Rocket Force, Navy, Air Force, and Strategic Support Force. The elite troops policy will further promote the PLA's ability of joint operations. China published the "China's Military Strategy" in May 2015, which has been stated that the Chinese Navy's latest naval strategy, and that has changed from "defending the offshore" to "combining the offshore defense and escorting the open sea". That demonstrates China's intention to build up a blue water navy. This article argues that the current PLA Navy is actively constructing various types of warships including aircraft carriers and 10,000-ton destroyers. If it matches the new joint operation structure after the military reform, it will be able to construct a more rapid link through the information-based combat system to creat joint operation capability, and even coupled with the training in offshore area and cross-regional joint operations exercises, which will gradually verify whether the structure and weaponry of this new joint operation system to meet the operational requirements of the new era. The PLA navy in this new joint maritime operation system will play a remarkable important role.
