碩士 === 國立高雄海洋科技大學 === 航運管理研究所 === 106 === The purpose of this paper is to construct the checklist of security inspection for smugglings of fish boats. Based on the relevant literature and the features of security inspection operations, the inspectional items (IIs) are first created. A fuzzy AHP (Analytic Hierarchy Process, AHP) approach is then employed to weight those inspectional items from the viewpoints of inspectors in front-lines. Based on the weights, some checklists to inspect fish boats against smugglings are constructed, by which an improved inspectional procedure is further proposed. To validate the practical applications of the research, the front-line inspectors in security stations of fish ports affiliated with Coastal Guard Administration (CGA) in southern Taiwan were investigated. The result can provide practical information for CGA authority to improve its performance in smuggling preventions.
