Furthermore, differences under influence from different demographics are also explored. Questionnaires are used to conduct research on 20 household registration offices. All employees are surveyed in order to verify collected data. 520 questionnaires were distributed, with 469 effective samples recovered to 90.2% recovery rate. Collected data then underwent statistical analyses with methods including t-test, one-way ANOVA, Pearson correlation and multiple stepwise regressions to verify research hypothesis, analyze and induct research results. Lastly, the researcher proposes conclusions as well as suggestions. As result of literature review and questionnaire survey, the main conclusions are as follows: I. Overall perception of Kaohsiung City Household Registration Office employees towards work values is above average, with the average score at 3.689. Of all research aspects, their perception of “personal relations” is the highest, with the lowest being “self-growth”. II. Registration Office employees’ perception of overall organizational effectiveness is above average to high, with average score at 3.710. Of all research aspects, their perception of “goal achievement” is the highest, with the lowest being “potential”. III. Under various background variables, there is significant difference between employees’ overall perception of “work values” and “organizational effectiveness”. Male employees’ perception is significantly higher than that of females. Employees ages 56 and up also have higher perception than those ages 36-45. IV. Employees with more extensive service record have higher perception of “work values” and “organizational effectiveness” than their lesser experienced coworkers. V. Work values have significant influence on organizational effectiveness as there is a high degree of positive correlation. Work values can effectively predict overall organizational effectiveness, with “self-growth” being most effective. Study induction: Strengthening House Registration Office employees’ perception of work values can improve overall organizational effectiveness. In accordance to research conclusions, the researcher proposes relevant suggestions as reference to Household Registration competent authorities, respective employees as well as future researchers.
