In order to comply with the needs of the trend and the social environment, China has gradually reduced the number of legal work hours for labor. This study compares the perspectives of China’s and China’s and Japan’s working hours systems, implements policy approaches, and reforms over the years in order to learn from China’s various complementary measures. The results of the study show that the total working hours in the country, Japan, and the mainland are declining. The development of the working hours system in the mainland is still late.
