Hengchun Peninsula is a famous tourist area, and the hostel is very popular. If the nuclear emergency occurred in the nuclear power plant, the safety of tourist is closely related to the response actions of hostel managers. This study used a correlation questionnaire to investigate the risk of tourist for the nuclear emergency. The phase level of the questionnaire included three parts: the disaster preparedness ability of hostel, education and training situations of nuclear emergency, and the response ability of the nuclear disaster of the hostel managers. The factors affecting the phase were formed into questions. Then, the questionnaire results were analyzed by cloud theory. The results showed that the hyper entropy in the question level of seismic resistance capacity of a hostel, people take iodine tablets need to wait for government notification in the nuclear emergency, and the public protection information promotion of nuclear emergency are 0.0441, 0.0498, and 0.0305, respectively.
