Between 2014 and 2016, Taiwan CDC (TCDC) promoted “Direct Reporting of Notifiable Disease by Using the Hospital Electronic Medical Record System”. TCDC hoped to simplify the hospital workflows of infectious diseases reporting and increase the efficiency of reporting, with which the effectiveness of disease prevention work could be improved. This study will explore the benefits of the EMR Project, the factors affecting its effectiveness, and provide recommendations for strategies on project promotion in the future. Methods: This study not only applies both quantitative and qualitative methods but also adopts the logic model to evaluate the input, output, results, and impact of the EMR reporting system. From February 23 to June 1, 2017, 93 stakeholders from 37 hospitals which participated in the EMR Project accepted our interview. We employ descriptive analysis, inferential statistics and content analysis. Results: The result shows that a great number of people considered that using the EMR reporting system is more immediate, correct and convenient than the original web-based reporting system. In addiction, we also find the significant factors which affect the effectiveness of the EMR reporting system and sort out the recommendations what the hospital expressed. Conclusion: Both TCDC and hospitals need to continuously work hard to strengthen the function of the EMR reporting system, thereby improving the efficiency of reporting and demonstrating the benefits of the system.
