Summary: | 碩士 === 國立清華大學 === 環境與文化資源學系所 === 106 === Enhancing the bottom-up concept of public participation is an important policy promoted by the public sector in recent years, but the norms of the public sector program often limit the public participation of the community. In the face of such issues, how the community's program participants respond to the cohesion of the effectiveness and community awareness of public participation in community residents will be the subject of this article. The public participation geographic information system (PPGIS) is a mechanism to provide the people with the bottom-up and active participation in the public decision-making process. Experience from the past community participation shows that residents have the opportunity to interact with spatial information, but they cannot be integrated and managed in their own way, so that they cannot utilize consensus in community building. This study explores the progress of residents' participation in the geographic information system (PPGIS), so that residents can participate in the planning of the community light travel route, which epitomizes the local culture, life skills, history and industry. This would help the community to create the means of community building and the cornerstone of cohesion of community awareness, instead of simply following the top-down government policy requirements or planning a route just to satisfy the desire of consumers. In this study, the use of in-depth interview research methods, PPGIS mechanism, participatory observation, field observation and data collection and other means of research work.
This study is based on the Jinshan Community in Guanxi Town, Hsinchu County. This research group invited 25 symposiums on the participation of residents with rich knowledge in PPGIS. The residents discuss the planning of light travel through PPGIS to assess their perception of the community environment, build up and cohesion of community awareness such as the accumulation of community emotion and participation in community affairs so as to reach community consensus and meet the needs of the community Solve community problems. The future of this study will serve as a discussion of the impact of PPGIS on community building, which will lead to consensus among participants' participants, promote communication of ideas and public affairs decision-making, and can be of great benefit to community development and community construction research.
