This study assessed the policy performance from the perspective of the stakeholders, teachers, students and administrators of the 38 schools, and established an evaluation model for teaching quality. The research employed the questionnaire survey method and focus group interviews, and tested with self-developed Questionnaire, recycling effective questionnaire 128 from faculty and 831 from student. Processed data with independent sample t-test, one-way ANOVA and multiple stepwise regression analysis. The main results were as follows: (1) the project had effectiveness; (2) teachers and students affirmed the effectiveness of the project; (3) private school teachers and students assessed teaching quality significantly better than public school teachers and students; (4) teachers assessed teaching quality differently by their position, the assistant professors were higher than the lectures; (5) teachers assessed the effectiveness of the practical courses higher than the students; (6) teachers and students assess that students' language skills are effective but can be strengthened; (7) schools and students have different perceptions of the effectiveness of some of the measures of the teaching quality program, resulting in gaps in students' actual feelings and expectations;(8) the evaluation model of the project was confirmed.
