According to the Ministry of Health and Welfare, there are about 1.162 million people who have proof of physical and mental disabilities at the end of September 2016 in Taiwan, an increase of 0.6 million from 2015. That means the demand of the so-called barrier-free transportation service must be growing. Fu-kang bus has not yet considered the round trips assignment up to now; however, eighty percent of demands are round trips nowadays. Since most of the passengers use it for medical purpose, they might return to the origins within two hours. If the service providers arrange the round trips independently, it will increase the complexity of booking procedures and the possibility of extra assignment. Based on this finding, we propose a new strategy which assigns the round trips into vehicle schedule simultaneously. The performance of the new strategy was evaluated through simulation and the results were compared with the existing strategy. We find that both the total deadhead miles and the proportion of total deadhead miles to total miles decrease by about three percent when applying the new assignment rules.
