But a rapid decline occurred in 2016. Such drastic change and stark contrast is to be well studied by the government bodies.
The purpose of this paper is to explore case history, relevant measures for the revitalization of the market, and its vicissitudes. By means of theory discussions and stakeholder interviews, the contrast and the analysis of theory and practice are thus obtained.
The study results reveal the causes behind the drastic vicissitudes of Dayuan Public Retail Market. In addition to the question whether administrative powers are well-established, the application of social capital, the influence of leadership and the advance of organizational learning are three other factors while the interactive use of the management act and governance concept is the pivotal factor in the course of its successful revitalization and repeated decline.
