It adopted the questionnaire survey method in this study. The survey took Tainan elementary school teachers as population with stratified random sampling, 450 copies of questionnaire were distributed, the overall response rate was 91%, effective response rate was 94%. Data was analyzed with using descriptive statistics, t-test, one way ANOVA, and regression analysis. Main conclusions made up from this study are as the following: 1. Elementary school teachers in Tainan have a middle degree of international education literacy, and attitude level is higher than knowledge and skill level. 2. There are significant differences in elementary school teachers’ international education literacy in Tainan due to various of teachers’ age,teaching years,school area and joing related groups, SIEP plan, foreign experience or not. 3. There are no differences in elementary school teachers’ international education literacy in Tainan due to various of teachers’ gender, educational background, job position, and school location. 4. Elementary school teachers in Tainan have a low degree of international education practices, especially in international exchange and professional growth. 5. There are significant differences in elementary school teachers’ international education practices in Tainan due to various of teachers’ gender, age, educational background, job position,teaching years, school area and joing related groups, SIEP plan, foreign experience or not. 6. There are no differences in elementary school teachers’ international education practices in Tainan due to various of school location. 7. There are positive middle-high correlations between International education literacy and practices of elementary school teachers in Tainan. 8. Elementary school teachers’ international education literacy in Tainan has a positive predictive power on their practices, especially on "course integration level" is most important. Finally, according to the results of this study, some relevant suggestions were offered for the educational administration authority, the elementary school, and future research.
