In order to achieve the purpose of this research, the author of this study explored the theories about professional competency of teacher and researches on the indicators of teacher professional competency by reviewing literature, then preliminarily constructed the professional competency indicators for teacher of primary and secondary schools. Afterwards, the author of this study revised the indicators by referring the feedbacks from two rounds questionnaire survey of the Delphi group conducted by 15 scholars and experts. According to the research discoveries, the conclusions were generalized as follows: 1.The professional competency indicators for teacher of primary and secondary schools reflectted the times and was valuable. 2.Indicators developed include 3 dimensional indicators, 11 directional indicators and 41 specific indicators. 3.Dimensional indicators include “professional knowledge and ability”, “professional practice” and “professional attitude”. 4.Directional indicators include “professional knowledge and ability of education”, “subject-matter knowledge and ability”, “professional knowledge and ability of general education”, “curriculum development”, “teaching implementation”, “learning assessment”, “class management”, “student guidance”, ”professional responsibility”, “professional growth” and “professional ethics”. In addition, according to the research conclusions, the author of this study advise on issues concerning education administration agencies, teachers in primary and secondary schools, primary and secondary schools, and follow-up studies.
