According to the travel research by Tourism Bureau, Ministry of Transportation and communications Republic of China in 2016, 93.2% of travels in Taiwan are domestic and every Taiwanese has the average is 9.04 times of travels per year. Taiwanese’s travel intention is highly motivated. According to related research, other than travel spots, the meteorological element is also an important factor, which does affect travel intention. However, most of the travel-related applications and websites do not provide meteorological elements, so users need to search for meteorological element manually. It is inconvenient for users in attractions selection. This research aims to solve these problems by understanding users’ opinion of important meteorological elements through literature review and questionnaire survey. As a result, the paper proposes a mobile application as a user client and a set of web services to collects meteorological-related open data, in conjunction with tourist attractions open data. In order to fit individual requirements, users can change their preference of meteorological element, so personalization is provided. Afterwards, an experiment based on Task-Technology Fit is conducted to evaluate the users’ performance and understand their feedback.
