Due to the relative motions between the two plates, the accuracy of the current static geodetic datum, TWD97[2010] are decreasing with time. In recent years, Taiwan has gradually established a horizatal semi-dynamic datum with the data from GPS station for maintaining the national geodetic datum. Therefore, by means of analyzing the accuracy of 357 continuous GPS data in Taiwan, the results showed the average is 12 mm. (in 95% confidence interval) in the horizontal component which could satisfy the current surveying regulations. For the applications of the semi-dynamic datum to reach the level of the regulations, the accuracy of deformation model should be less than 36 mm. Additionally, based on the strain rate calculated from the continuous GPS stations, this study provided the suggestions on choosing the optimum coordinate system to improve the accuracy of surveying for each local area in Taiwan. According to the results of the study, it showed that the coordinate system of the most area in Taiwan could only be used for 10 years within the requirements of high precision surveying. Especially in the southwest and the eastern regions of Taiwan, the coordinate system should be update in time. Therefore, the static geodetic datum is not the suitable one in Taiwan. Finally, this study comparied the regulations for cadastral survey and control survey among Taiwan, Japan and New Zealand. The accuracy of the regulations applying in Taiwan and other countries are almost the same.
