The world began to pay attention to environmental and climate change crises, thus many countries started to form their own bills and policies around environmental issues. In Taiwan, environmental policies are influenced heavily by politic factors. Early on, the government emphasized economics but ignored the environmental issues. Subsequently, because of the democratization, environmental policies were valued gradually but were still faced with many difficulties, such as the congressional structure and the degree of democratization. With the beginning of congressional elections, scholars began to study congressmen’s legislative behavior. Still, the studies focused only on major bills and lacked a focus on environmental laws. In 2008, Taiwan achieved democratic consolidation after the KMT party took office and the new congressional election system was reformed. In comparison to Taiwan’s Authoritarian Period, Congress gained more legislative power and began operating independently. Congressmen are now responsible for legislation. Thus, this dissertation studies the legislative behavior of congressman towards environmental bills. Focusing on the differences between congressmen from different parties and with different backgrounds. The results from the 7th Congressional Period reveal a correlation between the gender of congressmen and their experience on the committee lead to a significant difference in legislative behavior towards environmental bills. Additionally, the representatives from each nomination have a significant difference in legislative behavior in the 8th Congress. Congressmen from the aboriginal electoral district focus more on legislative behavior for environmental bills than others, and regional congressmen focus more on legislative behavior toward environmental laws than congressmen from the national nominations. Furthermore, this dissertation will discuss that political parties and educational background do not influence congressmen’s legislative behavior towards environmental laws.
