The result of the study is that in same service life, the average cost of scooters per year is about 13,509 NTD, the average cost of electric scooters per year is about 14,230 to 15,930 NTD. And the average cost of scooters per km is about 2.8 NTD, the average cost of electric scooters per km is about 2.95 to 3.31 NTD. While considering without the policies of promoting electric scooters and current service life, cost, technical and uncertainties of electric scooters, these may cause the intention of purchasing electric scooters. This study also assesses the impact to human life which cause from electric scooters and evaluates the monetary value of the impact to human life from electric scooters. Choosesing Taipei and Kaohsiung as the area of study. The impact from electric scooters can span 47 days to the human life in Taipei and 92 days to human life in Kaohsiung.
