description 碩士 === 國立臺東大學 === 進修部公共與文化事務碩士專班(假日) === 105 === In 2008, Taitung County experienced the serious attack of Typhoon Morakot (the so called Typhoon of August 8), which ledthe Dazhu Village administrative area to catastrophic damage. The two harmed tribeswere forced to relocate to the permanent houses set up by the Taitung county government and therefore they had to face an entirely new environment. Although the farming environment is better than the tribes’ original residence, but the government did not directly field counseling the accurate agricultural implements. Due to the tribal farming problems of agriculture, there was no effective progress in all aspects of agriculture.Since the attack of Typhoon Morakot, the tribes have not yet been able to solve their economic problems. Whereas othervillages managed to recover successfully to their normal life by virtue of the government counseling and integration of land resources. In order to overcome the long-term economic problems faced by the tribes, Dazhu Village and the government investigated policies in recent years to promote the development of the tribes. It is found that the tribal farming area environment is very suitable for cultivating crops, thus we want to develop through the pattern of tribal agriculture in order to find out the most suitable agriculture methods, and effectively solve the difficulties faced by agricultural implementation so as to enhance the tribes in the local employment opportunities. Hence, in this study we will focus on the tribes in-depth interviews, which is to understand and explore the Dazhu Village tribe agriculture development characteristics and then conclude further agricultural improvement strategy after analyzing the problems and causes of the tribal agriculture development. According to the result of this study, we can conclude the following points: 1. climate, soil, water and farming areas of terrain. And the planting crops are divided into two kinds of crops: traditional crops and cash crops. There are plantation and harvest of crops throughout the whole year. The current distinguished tribal crops are basically the red quinoa, foxtail millet and annona. After interviewing the tribes we know that the tribal land can plant crops such as millet, red quinoa, annona, tree beans, roselle, winter melon, pumpkin, etc. It is multiple. 2. The young people’s lack of awareness to the crops farming practice, planting season and growth period will affect the agricultural industry inheritance. 3. The tribes expect the government counseling units join the countryside and implement counseling and education, and provide improvement of the tribal agricultural gaps. After interviewing the tribes, we know that currently the most imperfect part is the lack of agricultural machinery, packaging equipment, channel facilities and agricultural land overall planning, which shall be carried out by the tribal groups legislator, combined with government units to solve jointly. 4. There are many problems in the development and transformation of tribal agriculture. However, what the tribes most wanted to improve is the agricultural disaster subsidies, agricultural machinery subsidies, agricultural marketing, agricultural inheritance to youth people and agricultural land and water resources overall planning, etc. At the same time, the tribes think they have to reach a common agreement and cohesion first, by developing the tribal agricultural characteristics, and once they achieve the first point, they can contact with the government units, which is more convenient for providing solutions during the follow-up. Finally, the researcher put forward the feasible situations of the transition from counseling policy, subsidy scheme, infrastructure, common agreement and cohesion, youth return and tribal agriculture in order to meet the needs of tribal agriculture development, the actual development of the situation and the problem of tribal agriculture transformation; and be able to offer better strategy, and thus effectively improve the tribal agricultural development issues so as to provide a sound farming environment, to reduce the risk of farming investment in agriculture and to improve agricultural production efficiency.
