The construction of the history is an important basis for the formation of art. This study uses historical research methods, content analysis methods and oral interviews to discusses the development process and transformation of Taiwan's paper-cut art before 1945. The art of paper-cutting plays a different meaning in society through different art forms. First, through the historical research method, the collected historical materials are deeply understood through the gradual steps of collecting, validating, concatenating, and narrative. Secondly, through the oral interviews of the representative people, to clarify the influence of their creative motives and the background of the times. Than try to construct the inheritance of Taiwan's traditional paper-cutting. Through the mutual verification of the interview results and the historical materials of the literature, the phenomenon is stated and the papers are cross-validated to verify the meaning of the interpretation and comment. The results show that the inheritance and development of Taiwan's paper-cut art can be divided into four periods: First, the Taiwan paper-cutting incubation period (before 1945): Inherited from the original home-cut paper, mostly exist in the society with the needs of people's livelihood. Second, Taiwan's paper-cutting budding period (1945-1980): the demands for political propaganda, and began to hold paper-cut exhibitions. Third, the development period of Taiwan's paper-cutting (1980-2004): The government clearly stipulates the promotion of traditional art, and also began to conduct paper-cutting research and competition, and carry out the inheritance path with educational functions. Fourth, Taiwan's paper-cutting development period (2004 ~ 2018): The New Taipei City Government handled the 11-year paper-cutting competition, and a group of teachers formed a paper-cutting community to make a regular meeting to held an exhibition. Each of them exerted influence in the school; paper-cutting began to combine technology. In the community creation and installation art, the works of paper-cut elements are often be seen, which makes the paper-cut art create an educational and social innovation. Teaching is an important process of inheritance. This research analyzes the contents of the National Minority Labor and Management (1963~2003). What is the relationship between the promote of Taiwan's paper-cutting and the art curriculum of elementary schools? Did they combine with courses? As for the promotion of the traditional arts and institutions, what is the role they play in traditional paper-cutting? Trough this research we review the relationship between the historical context of Taiwan's paper-cut art and modern life, and finally come up with conclusions and recommendations.
