In addition to studying abroad, students today can choose to experience foreign students’ life in a short-term exchange program. Not only are the selection ways of exchange more diversified, but also the tuition fees of exchange are lower than before, making the number of international exchange students climb year by year. Taking Taiwan as an example, since 1998, the number of Taiwanese students studying abroad has shown a steady growth trend, indicating that domestic parents still try their best to send their children to study abroad so that the next generation can have a better learning environment and enhance their international competitiveness. This paper uses the AHP (Analytic Hierarchy Process) method to investigate the important factors affecting international exchange students’ selection of foreign schools. There are 4 key dimensions and 21 factors. We handed out questionnaire to different groups of exchange students. We analyze the results of questionnaire by comparing the differences among” Taiwan to foreign exchange”, “China to Taiwan exchange”, and “foreign to Taiwan exchange”. We hope that education or relevant government departments can use the result of this research as a reference to make strategies to promote international exchanges and the development of exchange students in the future.
