Effective management of the project team by the project manager (PM) is critical for achieving project success. However, in some Taiwanese companies, the PM often has responsibility without authority. This study examines whether this is problematic, and whether this dynamic undermines effective management by the PM and negatively influences the performance of the project team. This study applied qualitative techniques to this case study, and six semistructured interviews were conducted with project team members. After analyzing the interview materials, this study revealed three main findings. First, the defining characteristics of a successful project were determined before a project began, which entailed the comprehensive evaluation of product specifications, project plans, and resource inputs. Second, PMs play a vital role in achieving project goals because they are responsible for defusing tensions between project team members when conflicts arise because of different priorities, development schedules, and technical issues. However, in the interest of achieving project goals, PMs often exert pressure on project members, which increases the stress they feel and decreases their creative performance. On the basis of these research findings, this study identified two practical implications. First, even if a PM lacks actual authority over project team members, PMs can still achieve project goals through exercising their personal influence on the members. In addition, to achieve project success, PMs should have the ability to define processes and establish standard operating procedures. Second, companies should consider authorizing PMs to assess the performance of project team members because this will better enable PMs to ensure that the project team members' activities are consistent with the project and organizational goals.
