Smart city service systems can provide better solutions for meeting the challenges of urban public transport, health care, and education. The development trends of “smart city” label that cooperation among the industry, public sectors, academia, and the research sectors can address the issue of urban development and re-think the opportunity to build smart cities extensively with innovation, community, and sustainability based approaches. The innovative development of industries and the smart delivery of public services, such an effort does not depend on the invention and development of a few technologies or products in isolation. Instead, it represents a paradigm shift in the environmental and public infrastructure of a city. It is also directly related a change in the mindset and perspective in urban governance. The result is a new type of lifestyle and urban governance. Although "Privacy" is now generally acknowledged a rights of the academics and practitioners in the world, but also a still not clearly defined legal term. Because "privacy" the word often used to describe a variety of circumstances, is a clustered concept, not just a single concept. Moreover, the definition and connotation of privacy continues to change with the times, which makes the scope of the legal rights and interests of relevant laws to protect the changes have been. Smart city development, with Internet of Things, Big Data, the Cloud Computing, networking and the popularity of wireless handheld devices, The concept of privacy, from early negative, passive undisturbed interests, has now evolved into the enthusiasm, initiative "Information Privacy" concept. The object protected by the right to privacy, is "personal information" based. Personal data in the information society is not just a personal characteristic, but also includes all the individual records in social activities. Such as Internet of Things is a technology that sensors are devised within all kinds of objects, collecting certain information, storing the information online, and transmitting the information through the internet. With this technology, users are able to grab the information needed online, or conduct real time surveillance through the internet. Internet of Things provides users with a safer and more convenient life. However, with all kinds of sensors around collecting all kinds of personal data, users might not be able to know clearly and exactly what kind of personal data is being collected and in what way the data is used. As a consequence, Internet of Things is very likely a serious threat to users’ right to privacy. Technology brings us the benefit to the society but also bring into their own problem, within which the issues relating to information security as well as personal privacy will be the most serious hurdles faced by the development of the smart city. The purpose of this research is focused on the issues of information seucurity and personal privacy arising out of the advance of smart city development. For this reason, that’s important thing which is considering to balance the smart city and personal privacy.
