It is major decision made by Chinese President Xi Jinping at the 6th plenary session of the 18th Central Commission for Discipline Inspection in 2016. It is also the major political reform of the Chinese Communist Party in recent years. According to the decision of the CPC Central Committee, pilot projects were carried out in Beijing, Shanxi Province and Zhejiang Province, accumulating reform experience. The 19th Party Congress made new major deployments and requested that the reform of the inspection system reform be promoted throughout the country, while establishing national, provincial, city and county monitoring committees. The same party’s disciplinary inspection agency office has full supervision of all public officials exercising public power. This kind of political reform is nothing more than the design of a serious corruption problem for the Chinese Communist Party over the years. However, in the face of the CCP, there is an unchanged political framework for the party-state. Emphasizing party leadership, party rule over human rule, the judicial and anti-corruption systems are more likely to suffer from lack of neutrality and independence. There are difficulties in administrative administration. However, the CCP has established such a powerful anti-corruption authority. How to control the power supervision mechanism, or just to provide ways for the ruler to have a more centralized governance. It is questionable that such a system works on curbing corruption, for the rule of law is the basis for the state to govern the national government and safeguard the interests of the people. Rule of Law is probably the only way to constrain state agencies, exercise control and supervise those powerful agents. It is the most basic basis for preventing abuse of power. It is also the most important issue before the CCP faces the national supervision system reform.
