All countries are pursuing their own national interests as their highest goal. At the same time, the international community is anarchy. Each country’s actors must take the initiative to fight for national security. Rely on other countries to survive. The international community is like a microcosm of human life. However, human nature is a political animal. Therefore, the pursuit of power is inevitable. Therefore, the state seeks for national interests through the pursuit of power. This study focuses on the interaction between small countries in the international arena and the big powers. Small countries can face expansion, counter-balance, risk aversion, and obedience under the threat of power. One of the "hedging strategies" is to use smart power to break through the predicament, use soft power to attract allies to join, seek international recognition, and then use hard power as a basis to compete with external threats. Switzerland has chosen neutral countries to avoid the harassment of war in the absence of resources and strong neighbors. Moreover, diverse and rational citizens know how to jointly safeguard peaceful countries that are not easy to obtain. Not only that, but also in the industry. Linked with the country's image, continuous innovation and high quality assurance become synonymous with Switzerland, which is the Swiss smart performance. On the other hand, our country has also used the export industry to create economic miracles in the absence of resources. However, the rise of the Chinese mainland and the oppression of the international reality have forced China to have limited space in the international arena. Therefore, China must use smart strategies to Break through such a dilemma to change the country's development dilemma, in order to achieve the goal of sustainable development of the country.
