It adopts qualitative research and interview outline and conducts in-depth interview with two subjects in charge of new immigrants’ language curriculum and instruction in counties and cities, two lecturers of training courses and three new immigrants who participate in training courses. After collecting interview, this study transcribes the data to categorize concepts. It analyzes data by related literatures and according to research purposes. Conclusions are shown below: 1.There is still vacancy of teaching assistants of new immigrants’ seven language branches. It relies on further training and certification; language teachers of minority students in remote areas should be further verified to result in balance between supply and demand. 2.New immigrants who participate in teaching assistant training show high intention of certification. 90% of them reveal the intention of teaching. However, after obtaining certificates, due to personal, family and environmental factors, only 76.2% of them can undertake the job as teaching assistants by overcoming the obstacles. 3.Teaching assistants who are qualified to teach new immigrant language and undertake the job of Southeast Asian language instruction lead to the following benefits: 1) With teaching assistants of qualified new immigrants with formal curriculum and formal teaching materials, students can learn systematically. It cultivates more new immigrant language human resources. It enhances governmental implementation of New Southbound Policy and Taiwanese businessmen’s development in Southeast Asia. 2) Multi-language curriculum in schools reinforces school learning climate of foreign language and cultivates students’ learning interest. 3) It increases new immigrants’ job opportunities in Taiwan and enhances new immigrants’ career development in Taiwan. 4) It provides school teaching opportunities to new immigrants to strengthen their social status and confidence. 5) It can effectively enhance interaction between Taiwan and Southeast Asian countries and strengthen foreign relations.
